Eclipse Catfish unknown parasites/mites

Hello all, created this account to ask a question about our eclipse catfish. In the last few days we noticed that both he and the tank are covered in little gray mites or something. I tried my best to get photos of the buggers plus some evidence that they're crawling on him. We initially suspected ich but now we have no idea.

Let me be clear that we are complete amateurs, my girlfriend and I are taking care of him because he needed to be moved out of her mom's house. We love him very much but we are not the most skilled or knowledgeable wa ith aquariums, we were just told he's easy to care for. We believe he's about 11 or 12 years old. He is alone in a 36 gal tank with a TopFin Powerfilter model 40G (I'm including a photo). We just installed an air stone, and he just had a major water change a couple weeks ago. Don't know specific water stats, just that he's usually at 76 degrees but is up at 82 now because again, we thought it was ich, but now we aren't sure. We haven't been able to find any conclusive information anywhere about something exactly like what we're seeing. I tried to document everything as well as possible to be the most helpful. I would very much appreciate any and all info. We don't know if they're harmless but they're crawling on him, which has us worried. Thanks in advance. Maybe fish lice,
But seems more like it might be Ostracods aka water fleas.

I can't see well enough in the pic but you can look those up and see which looks most similar.

Have you ever vacuumed the substrate?
