Emergancy help?

To me it kind of looks like the colour has faded to white about 2/3's along the tail fin for about an inch? in a vertical stripe, leaving only the veins with colour?

Maybe colour loss on the bottom tip as well? Almost like it has been bleached? Top fin is nice and erect and he looks alert but the tail looks strange.

and it sort of folds a little when he swims around....doesnt seem to get better yet. and the veins are red and start at his little body and show red to each injured stuff
