I have a fluval chi 5 gallon which has an open top. Due to evaporation, about a cup of water is missing everyday. I was wondering does evaporating water take nitrates out of a cycled tank and also if the amount is significant to where I could become a little relaxed on water changes?

Nope!! You still need to do water changes. Sorry. Less water volume becomes contaminated quicker actually.
