Film build up on acrylic cylinder

I have a 70" high acrylic cylinder tank, with artificial reef in the middle. It seems after about a week, a light film appears on parts of the cylinder. It comes right off with a mighty magnet, but wondering if there is something I can do (or specific fish to buy) to prevent it.

Why kind of flow do you have within the tank? Is it equally distributed?

My artficial reef has 2 jets that circulate the water. My flow is good. The film builds up all over (even areas right next to the jets).
 
If the tank is new it's probably diatoms. Could also be that the stuff in the middle is blocking flow and it is an algae buildup.
Tank is about 8 months old. I have 2 SOL LED Modules. Is there something I need to add 2 the water, or possibly get some special fish/inverts to help control it
