It controls the amount of water drawn from the middle area (depth) of the tank.
It can swivel one way and cover the slots on the intake tube; only water from the bottom will be drawn in. Conversely, if swiveled the other way then some of the water will be drawn in from the middle (less from the bottom).
You can adjust the amount of midlevel slots to be covered.

Ah I see but the best thing to do is leave it partially open?

I ran that type of filter on freshwater and always left completely open.
