Fish Lice

How common are they? Are there any tips to diagnosing them? My fish has some which blotchy spots on them. I have been treating them with Jungle Fungus (since it includes the antibiotic).

Another fish from another tank had what looked like a raised scale and 2 black specs on the other side.

The water in both tanks tests are clean no nitrite, ammonia or nitrate and pH is at 8.0'ish

Whatever it is is moving slowly.

These are tetras so it is hard to see exactly what may be going on.

I some pictures. This has been slow moving whatever it is it started in the beginning of July. I'm tempted to cull the entire lot. Trying Jungle Fungus and I possibly have some nippy glo danios. Dont know if that caused it. Any opinions?
