Flow rate for return pump?

Can some one break down in kindergarten language how this works?

If you have one gallon tank and you want it to turn over 10x an hour you need a pump rated for 10 gph

Also if you are talking about a return pump for a sump, you need to make sure that the pump is rated lower at the return height then your overflow box.
