Fungus on Neon Tetra

Hi

2 of my Neons have had some kind of fungus on their mouth for a few weeks and i can't get rid of it. tank is cycled, 10 gallons (its temporary, their new 20g is almost done cycling) ammonia 0, nitrite 0, nitrate 10. i have 7 neons but thankfully only the 2 have the fungus... i've used many different meds for them and it's almost getting worse, they can barely breathe. I have even put hydrogen peroxide on their mouths. i'm at my last resort and my lfs even suggested that i should euthanize them if it gets worse. its not fuzzy..its white and smooth, almost like a pimple.

any idea of what this can be? or what i can do to help them?

can i treat it? i've never had a fish with cotton mouth but i've heard it's usually fatal
