don't torture a small fish to "let it do the cycling". a piece of food is much better. you use test kits to know how much you need.
why do people suggest torturing and possibly killing fish, so you can have a tank and try to keep fish alive and happy? isn't that the opposite of what we are trying to do here?
what happens when the cycle is over and you find that your inexpensive fish (i'm assuming a damsel?) has lived and is in the tank?

you can't keep a successful reef without supplementing if you are using instant ocean. saying it's the best salt or even one of the best is just ridiculous. it's not even close to natural sea water.

if the rock has bacteria on it already, there will be no cycle. the whole point of the cycle is to grow a bacteria colony.
