I recently moved my ghost shrimp into a bowl. Since then he doesn't do much. Why?

Perhaps check the parameters of the water? If all seems well with the levels, it might just be him adjusting to the new parameters. How is he doing currently?

I don't have a test kit currently. I moved him back in the tank, and he seems MUCH better now.

That's good to hear. I'm glad he's doing better.
Bowl would need plants and a solid lighting schedule to keep the tank with good amount of oxygen, from photosynthesis. Though some how shrimp can live with out it, Probably not an ideal situation.
Water quality is usually an issue too with the bowls, they need VERY little food, and uneaten food cause ammonia.
