You could also do a shrimp/goby combo, and still have a cleaner.

Yeah, they would do fine in a 10. Just not one of the larger gobys like a yellow watchman. You could do a yasha, Randall's, or high fin goby with a randalli or tiger pistol shrimp. There are more options, those are just some more well known ones.

I had a yellow clown goby and a cleaner in the same tank and they did just fine!
