How do you vaccum with a lush carpet like this?

Do you reccomend the soil in the botom with gravel on top for something like this?
 
I wouldn't recommend capping soil with gravel. You would be better off with sand, if you want to cap soil.

I personally don't do soil tanks, and prefer specialty substrates like aquasoil, eco complete, etc.

You don't gravel vac planted tanks usually. Just wave it near any detritus.

The plants need the "mulch" and you'd cut or kill the roots of your plants.

So the answer is NO and yes. You hover above the substrate, you don't stir or stick the vac into the substrate.
