welcome to the board.
Ideally minnows would want to be submerged in water, that will make them much happier then being laid out on a paper towel. once in a while they will be happy if they get food. but I'm guessing that one you already have figured out
cycle your tank, keep the water clean (test once in a awhile) and they will not be complaining.

And can they survive with only 4 of them

They can survive with only 4 however with more they will have even more of a natural behavior

Thanks. Also, with only four, do they need a bubble? My dad said they don't, but I'm not sure
