Help! Dwarf Gourami with red lesions

Hi all, I am posting this for a friend as a last ditch effort, so I do not have all her water parameters but she just placed her powder blue gourami in a QT anyway. He has been lethargic and now very short of breath, and darting around for air. Main symptom seemed to start as red bubble-like lesion around his fin and then a red lesion under his chin. She gave him one dose of fin and body cure, but he seems worse…We have plenty of meds but really need help diagnosing please!IMG_2527.jpgIMG_2528.jpgIMG_2529.jpg

The main thing too, with treatment is to make sure the water parameters are excellent. Maybe the water the fish is in is new water treated with water conditioner from the tap. If it was water taken from the tank it is in, you would want to do some water changes to get it in better condition to start.

Temperature matched and treated with water conditioner which treats chlorine and chloramine.

As in summer many water treatment facilities use chloramine because it is stronger and being stronger will also require additional drops of some dechlorinator, and some brands do not treat it, so can harm your fish and beneficial bacteria.
