HELP!! Filter problem

I bought a timer for my fish tank lighting and whilst I was installing it, i had to cut the power, when i put the power back on, the filter did not come back on, we have tried all of the obdvious, and if the filter is not working, is there a way to prevent the bacteria dying in the filter?
 
To prevent the bacteria in the filter from dying, you can simply take the filter media out and put it in the tank. Did you look and see if the impeller was spinning? If it isn't spinning, it could be clogged/jammed with dirt. Try to remove the impeller and rinse the impeller shaft.
 
Depending on the filter you may have to put water in it first to help prime the filter
