This little guy came with the tank set up that was passed on from my neighbor.
They couldn't remember what he is, so I am asking yall
He is not blue- it's just the reflection from the gravel.

black skirt tetra is my guess

That's what I thought too at first but then the black skirts I have in the other tank look nothing like him. Their fins are more straight, this guys are longer and wavy.

They get nippy if kept in small groups (or alone). IME/O a school of 6 is ok but 8 curbs the nipping a lot more.
