My sister has a 10 gallon tank and she cleans every 10 days and takes out 2g at a time and today she showes me her tank and there is some kinda goo all over the top and at the water line and there is a film on the top of water what could the be and how does she fix it.... tried to post pics bit wont let me

Sounds like bio film.... More surface agitation should help alleviate the problem

So does the mean she needs an air pump to make bubles

Yes that should do the trick or a hob filter

If you lower the water level from the filter output that will help
