If you have fish in your tank then yes, I would absolutely do a 50% water change asap. If you are doing a fishless cycle don't worry about it everything is fine.
When you have fish in your tank any Ammonia or Nitrite reading that is above .25 is a bad thing and you should be doing a water change as soon as you see it. Nitrate is okay as long as it is below 40ppm
For a fishless cycle you need to let the ammonia and nitrite build to help establish the bacteria that you need for having a cycled tank.
