Raise your temperature slowy above 86f. Go a degree every 6 hours or so. Leave it at 87+ for two weeks after all signs of ich are gone. No sense removing him. If he has it the whole tank has it.
I am not sure about ich in BW. I did a liitle googling and it seems that adding a little more salt may help. Hopefully someone around here as experience with this. I am not sure if you should treat for FW or SW ich. I am sorry I cant be of more help.
Rich and myself discussed your thread in chat tonight. If you don't see any improvement with the heat treatment, or things seem to be progressing, try treating for SW ich, using a hyposailinity treatment.
With your goby being scaleless, I would not try meds.
I'm not sure this will help (i.e. I'm not sure how much salt is in your brackish tank), but I had luck clearing ick at 3-4 g/L NaCl in my freshwater tank. Supposedly, this concentration of salt causes too much osmotic stress for the parasites - which kills them.
