How do i get my 10gal water clearer with any money

Not knowing what kind of fish or substrate you may be using I would suggest using polyfil in your filter. It cleans all the small debris in the water and clears it up pretty well.
 
What is it you are experiencing that is causing it to not appear clear? Does it look like dust from gravel/sand substrate, or is more a green tint from algae growth? PWC might help depending on what is the cause of cloudiness.

There are some bottled treatments available, but you'd be looking at spending $7-8 maybe, and I've only used things like Seachem Clarity in a tank without fish in it.
 
By replacing the filter...do you mean the cartridges or other mechanical filtration? If so, the majority of your beneficial bacteria lives there, and by replacing them you lose large portions of it which can cause mini-cycles and ammonia spikes which can result in a bacterial bloom and cloudiness to your tank.

Do you know your ammonia, nitrIte and nitrAte levels? How long has the tank been set up?
