Is 60 watts of NF GE Chroma 50 over 10 gal. high or medium?

I read the post posted by aquazen and there were many insights on the WPG rule. There were different opinions, so, my question is; is 60 watts of normal flourescent of General Electric Chroma 50 over a 10 gallon, a high or medium light tank? I have a home-made hood and reflector.

I feel it's right on the edge of the high/medium area.
