Is he dying? Or molting?

I have had Sebastian for 2 years..., he hasn't molted in a while.. But he looks like he's dying.

There is old skin stuff around him and he's a bluish color

I they usually go into hiding and stop eating around the time they molt. Has he been inactive?

No. Chasing my goldfish as usual. Haha

That's really odd. Fortunately, I haven't had bad experiences with my crawfish yet. I bet if he's still chasing fish he isn't dying. But that's a very uneducated guess.

That's what they normally look like when they're molting so you should be fine as they get older they molt less and less periodically
