Is there any room?

I have 30gal set up with:
2neon tetra
3glow light tetra
2 red minor tetra
3 zebra danio
3 mixed platys
3 Cory catfish
1 oto catfish

Levels are great do 25-30 WC every 2 weeks

Is there room to add fish? Want to add to the schooling fish.

Yes there is room. However you really need to up the number of fish in the in each of your schools. I would start with neons and bring them up to 6. Let that sit a month (after you quarantine them for a while first if possible). Then move to the next smallest fish.

I would NOT add additional Otos. They tend to carry parasites, and 95 out f a hundred do not quarantine... so it can spread. I have a very low survival rate IN quarantine. To the point, my last Oto is just going to be that I think.
