Lighting Recommendation?

I am upgrading my figure 8 puffer from a 10 gallon to a 20 gallon tank. In his 10 gallon with regular factory light/hood, there is a terrible brown algae problem. It can easily be wiped off the glass and rocks during weekly water changes, but it's pretty unsightly by the time that comes around. Since I'm starting from near scratch on this new tank, what sort of lighting should I get to combat this problem from the start?
 
Sounds like diatoms, a one cell organism that feeds on silicates. Nothing to do with lighting. It should go away on its own once the food source is exhausted.
 
I read that it is a lack of light or an excess of silicates. If you don't think it's the light, how do you get rid of silicates?
 
I hope it goes away! I've had the 10 gallon running for around 6 months, and it seems to only get worse... how long does it take?
