Looks like mouth fungus on cichlid

I have a 29g aquarium with one red parrot cichlid and one jack dempsey. They are both small, about 1.5 inches. Today I noticed the red parrot was hiding, even at feeding time, and he his mouth looks like the skin is flaking off. It has turned white and looks like flesh is peeling. The jack dempsey won't leave the red parrot alone. He is waiting outside of the entrance hole. Not sure if he's being a predator or a best friend? Probably a predator. Jack looks 100% healthy. Along with the peeling flesh, the red parrot also has splitting fins. No frays, just splits. Could this be aggression or fin rot?

Tested the water an hour ago:

Ph 8.2
Amm .25
Nitrite 0
Nitrate 20

any advice please. Is this mouth fungus? If so, how can I treat it. Can I add salt? Or use a fungus remover?
