Thats a loaded question. Depends on what you want to spend. Personally I love the marinland double bright LED's for a low tech lowlight tank. I'm having great results. I am supplementing this 29 gallon tank with one 15 watt flourescent strip in addition to the LED's

I have found most classic carpeting plants are pretty demanding. Lighting, CO2 and nutrients are all very important. A dwarf sag in your current set up might do the best. Bacopa australis if you keep it trimmed down could also work. Both are pretty forgiving.
