Need Air Pump/Bubble Stone Help

I have a 20 gal standard tank newly set up. I have a Tetra Whisper 20 pump and two Top Fin Fine Bubble Air Stones attached with a T connector. One of my stones has great bubbles, the other has very little when submerged at the bottom of the tank. It does bubble a little when it is just under the surface of the water. When I crimp the bubble stone that is great then the slow one is great. I have the same length (2ft)of tubing on each and a short 2 inch piece of tubing from the pump to the T. I tried shortening the tubing to each stone but it did not help. Do I need a bigger pump to run these two stones? Any advice is appreciated.
 
A valve on each line to control the flow would be helpful here. They come in rather inexpensive packs. This way, you can cut down the flow to the less pressure stone and force it into the higher pressure stone. Think path of least resistance :)
