Need help! Is this fungus or bacteria columnaris

Hi, my betta has had these white growth marks on his scales for about 6 months and just started another large white growth that is buldging out. The white growth started fuzzy but now lost the hairyness. I am not sure what to treat him with as I have tried bacterial medicine and now currently using fungus medication. Any input would be helpful thanks
