I will allow others to debate the fish stocking. You did mention plants so without actually knowing what kind of lighting you have, I am going to guess it is a low-light fixture. You will have the greatest success with any of the low-light plants. Good choices are java moss, java fern, guppy grass (najas grass) and anubias. The ferns and anubias need to be anchored to something, usually either a piece of driftwood or a stone. There are many references on line on how to do this. The guppy grass can be left to float. It will put out roots that make their way into the gravel. Even in low light, it grows like crazy.
