Nitrate Poisoning?

Ok thanks im really new with this but the tank has been goin for ten years at my aunts and i brought it to mine with most the water but it did seem to cycle a bit because brown algae covered everything still shows up not as bad but im running lights 12 for a ati coral plus and ati aqua blue special and then the same for 10hrs.

Yes 2 sets of t5 bulbs are 12 hrs and the other set are 10hrs
