Ammonia and nitrites always at 0. PWC should be done before nitrates get to 40.

Is that tank or tap water? Either way a 10ppm nitrate reading is good.

Nitrates this low is unusual, but not rare. If you have a relatively large, heavily planted tank and just a few fish, you could get such a reading. Everything else seems normal. I wouldn't worry about it. Do a good job of removing and replacing half the tank regularly and your tank residents will be fine.
