1) there are a ton, your lighting will dictate what you can/can't grow, if you get good lights then you can grow pretty much whatever you like.

2) The only con is the initial cost and potential of gassing your fish, but if you keep an eye on the co2 level it's fine, it does happen rarely though. EOTD (end of tank dump) can happen with a single stage regulator if you let the co2 tank get really low before recharging it, but thats another rarity.
3) Again, its really up to you. Don't pick fish that eat plants obviously, or those that like to uproot/move them around.
 
Go to plantgeek.net and go to plant guide then click lighting requirements then low light. It gives you a ton of low light plants.
Some are java moss, java fern, and amazon swords. Any fish will work just make sure they wont eat the plants.
And substrate mostly depends on plants. You can get gravel, sand, or eco-complete that has added nutrients

You can also do a DIY co2 system that is relatively cheap
