nothing wants to grow

But I have done this before with the same results. Nothing wants to grow. Even the hard to kill plants don't want to grow.
 
If you provide the proper light for the plants you use, give them CO2 or liquid carbon daily, and supply proper ferts you plants will grow. But you have to do your WC's and preferably do at least nitrate testing. Start with very easy plants like Anubia, Java Fern, Water Sprite, Crypts, and other similar plants.
