Odd black and white alge/mold on my heater

In a quiet home located deep in the hills of Vermo
I Have been "dry" running my tank with everything in it except fish. I have been doing this for a few months now because I was supposed to be getting fish but plans changed and I haven't had time to run to the nearest pet store which is about 40 miles away. I have everything set up, heater, filter, and have all the decorations and water in there. Anyway there is this odd black/green and white stuff growing on my heater and only my heater. I would just like to know what it is and if it is safe for fish, and if so, how to get rid of it for good. Also if "dry" running my tank is ok.

I get the same growth on my heaters as well. All three tanks have fish. It doesn't bother them and my snails love it.
 
How are you feeding your beneficial bacteria? If you not, you'll have to recycle your tank.
