Overstocked or not?

I have a 20 gallon high fish tank. It's currently the biggest fish tank I have.

I stocked it with:

6 black skirts (1 inch each give or take)
6 tigers (inch and a half)
3 Bolivian rams (inch and a half)

The tank is pretty well planted, plenty of hiding places. The rams were actually acclimated just today. I did a lot of research and I was fairly confident that the barbs and rams would be alright together if the rams were given adequate hiding spots, which they are. The plants provide a lot of cover and I also have a cave.

I have two questions.

Is the tank overpopulated? Which fish should I move where? I have a ten and another 20 gallon currently empty.

Also, is my information right about the bolivian rams being kept with the tigers? I haven't seen any fin nipping yet, but the tigers do seem very interested in the rams, following them around and such.

I think your fine. What's your filtration and weekly water change amount?
 
Filtration is a tetra fin filter about 200 gph. Weekly is about 20% or 35% every two weeks
 
I usually shoot for 50% weekly. But I think you should at least start doing 30% weekly. With a tank that small it shouldn't be too hard. But 10% weekly is the mimium.
 
Alright, I'll up the amount of water change then!
