Photoshop Help Needed

Ok, I am pulling my hair out. I am trying to change the colors on some icons for a website. I have the color hex codes, I can even get the proper color into the swatches and as foreground/background choices. The problem occurs when I go to apply the new color. It will indeed change, but the color is never exact, it is always darker than the color I want. What the heck am I doing wrong?
 
Make sure your working on a 16 million color image. Lots (if not most) buttons for web pages are .gif which has a max of 256 colors, the specific color you chose is most likely not one of those colors.

Open the image in PS.
Go to Image>mode>RGB color

Then you should be good to go.

You might also consider uploading one of the buttons as you may have your working space in PS set to a different profile than can be reproduced on the web.
