plants not doing well?!

Hi all ive got a bit of a medley in my tank of aquatic plants.

5 x Elodea Densa
1 x Aponogeton Crispus
5 Eleocharis Parvulus (dwarf hairgrass)
10 x mini Amazon Sword
5 x Bacopa Monnerii
5 x Twisted Vallisneria
10 x Sagittaria Natans
5 x Rotalla Indica
5 x Cabomba Caroliniana
5 x Cryptocoryne Wendtii
5 x Hygrophilia Polysperma
5 x Ludwigia Mullertii
5 x Vallisneria Spiralis
5 x Ludwigia Natans
10 x Mayaca Fluviatilas
5 x Rotala Macranda
5 x Hydrilla Verticillata
5 x Cryptocoryne Parva
5 x Echinodorus Paniculatus
5 x Eleocharis Vivipara
5 x Salvinia Auriculata

Also i have some baby dwarf tears hemanthius callichtrodes(sp?) which are growing very slowly


Its a rio 400 which came with 2x36w t8s. i bought an additional t5 set with 2x54w t5s which i run alongside the t8s but my plants dont seem to be doing well. Some are stretching, others dying or dead and been removed, others not doing a great deal. Best is i dont know which is which cause i bought a big collection in bulk

My tank has an aquasoil base and thats topped with manado gravel.
Ive no co2 yet as im still saving up for a kit as its a bit daunting putting it together myself without someone with experience. Now i dont kno what i need more, co2 or to swap my t8 unit for another t5.. I mean doing the math 2 rows of 2xt5s will still only give me about 0.5watts per litre and i dont know how id fit any more on. What do you think i should do first? I cant afford it all in one pay cheque unfortunatley.
