I did not have very good circulation in the 10g that I planted, so I added a small power head to assist it. My question is, is it alright to turn it off at night with the lights or should I leave it run through the night??

My recommendation would be to keep it on during the night as well. There may or may not be any drawbacks to turning it off (depends on how poor the circulation is without it) but I prefer to err on the side of safety.

I turn mine off at night. I do not have a completely sealed top and use a HOB, so there is no risk of oxygen depletion. I figure it allows the fish to rest better without having to fight the constant current.

I don't see how it can hurt either way. Off at night gives the fish a rest, on at night and you keep the circulation. Personally I wouldn't worry about turning it off if your fish like the current or they have a place to get out of the current.
