I have a 30gal. Saltwater tank with some LR, a lot of damsel fish a few clowns and a dwarf lion, and a few hermit crabs. I don't have an anenome or live sand or live coral. Do I need a protein skimmer? I heard the only reason you needed one was if you had invertebrates like an anenome or live coral. Please someone tell me if I need one or not, because they do tend to cost a good penny. Thanks! Oh if you want to know more about my tank, read my profile, it gives you everything I have in there fish wise.

A skimmer will benefit your tank. You do not have to have one though. The skimmer will pull out a lot of the organic material before it can be broken down into nitrates. It is probably not as important in a FO or FOWLR tank as it is in a reef tank. I would recommend an Aqua C Remora for a HOB type skimmer if you can squeeze it into the budget.
