Hi,

When I do a partial water change say 1/4 do I need to dechlorinate the new water?

And add a conditioner?

And how close does the temperature of the new water need to be to that in the freshwater tank?

It's vital to dechlorinate any new water that is added to the tank. We here recommend using Seachem Prime. As long as you match temps as well as possible using your hands to check, it'll be fine.
 
+1 dechlorinate any water you add. Generally you want to best match the new water temp with the tank temp. I feel the temp of the tap and adjust.
