I have a well established 20 Long (community tank, moderate plants) that has been up and doing well for about a year. I am looking to set up a 10 as well.

Can I use filter media from the already established tank and maybe water from the established tank to get the new tank ready to go sooner?

I am planing a small load (actually one beta for my daughter) and maybe a few plants.

Thanks in advance

Yes you can do that. That should either cycle your tank right away or you would go through a mini cycle.

Others have suggested that using old water is useless as bb don't live in the water. But it's not a had thing to do as it keeps all your old water parameters too.
