My tank hangs over its stand by about an 1.5 inches at the back..
Its a 20 gallon floating tank, high, curved and Perspex rather than glass.

Is this amount of overhang safe?

No. Tanks are designed to be supported equally by each side. Only supporting 3 sides can result in cracking the tank or popping a seal.
