Rapid gill movement ? Help :-( !

All our fish seem to be struggling at the moment . Rapid gill movement . Molly's , cardinals, sterbai corys, harlequins, clown loaches.
6 ft 650 litre tank, running fx5 filter. All water readings 0 ... Planted tank , sand substraight . One sign of something being wrong apart from the gill problem is one of our 5 loaches is very skinny and lethargic although he is still feeding . Running co2 and uv filter too . All on timers .
Any ideas ?

If your water parameters are good, my very strong suspicion is poorly oxygenated water.

CO2 can certainly contribute to this problem.

I would turn off the CO2 completely, and increase water surface agitation as much as you can.

Yeah, the CO2 may be the problem if there's not enough oxygen in the water. Could you add an airstone for now?
