Hello,
I already have 10 Red Phantom Tetra in my tank right now, its been 2 weeks now and really love theses little guys. Can I add more without issues? Should I hurry up to add them so they almost have the same size? or should I wait a little bit before adding some more?
 
Of you add 1-3 fish every other week, you will be fine. Add them whenever you want, i don't think size will matter.
 
I recently added 5 small red phantoms to my existing 5 larger red phantoms. They all get on fine. I have found this for all my shoaling tetras when I
want to bump up the shoal number. If adding a new species then I add 5-7.
I find it quite interesting to see shoals of a species that are different sizes. Somehow it looks more natural.

If your tank is cycled than you should be able to add more without issue given sufficient room. If it isn't cycled you should wait.

How big is the tank?
