renovating small tank...help with options

I've got 2 small tanks that I'm pulling out of my kids room; a 2g and a 5g.

They're both empty and dry, out of service for about 6 months now.

It occured to me that perhaps I could use the larger as a hospital/breeding tank.

Thing is, I've never really set up either, and would like to know how to set them up. From what I understand, I don't use gravel, but paint the underside of the tank? is that the inside underside or the outside underside? what kind of paint do I use?

is that it? is there anything else I should do with it?

What else can I do with these tanks?
 
I'm not the most experienced with small tanks, but I can tell you if you plan on painting it, you would probably want to paint the outside. I can't foresee paint on the inside being too good for fish.
