Root like hairs on plants ?

So I am new to having plants in the aquarium so this may be normal but a couple of my plants one I think is a java fern the other not to sure apparently forms a sort of canopy so I was told have got these brown root like hairs sprouting from the leaves is this normal are they roots can I take cuttings and grow them on they both came from same tank when brought ?

Yes, you can replant these. I would give the plants in the first pic more time to develop the "roots". The ones in the second pic can be cut and attached to rocks, driftwood, etc.
