Setting up new tank

I’ve currently got a 170L tank and I’ve just bought a 54L. I’ve had my 170L for about 5-6 weeks. This tank is fully cycled as I had mature media from a friend. Ammonia, nitrites and nitrates are all showing as 0.

I’m unsure as to whether I want the smaller one to be a quarantine/breeding tank, or whether I want to put my ember tetra in there.

Im just wondering what would be the quickest way to cycle the new tank. The new tank has an internal filter so would putting this in the 170 work? The other option would be to take media from the 170 filter and put it in my internal filter for the 54, although I’m guessing the 170 isn’t fully established yet.

Any advice would be much appreciated.
 
The Nitrates are 0 on the cycled tank? If it is 0 on the cycled tank then it isn't cycled. You should see nitrates on a cycled tank. What are you feeding the bacteria with?
