Shrimp tank cycle stalled

About two weeks ago, I set up a tank for Crystal Red shrimp, with some plants, moss, and buffering soil. After setting it up, I added a bit of ammonia to get the cycle going.

After two weeks, I'm still not getting any nitrite readings. Any thing I can do to help the cycle? My other tank took about a week to get the nitrites started, so I have no idea what's wrong with this one.
 
UPDATE: It turns out that the nitrite bacteria somehow were already there. I tested for nitrates and a reading for 5 ppm showed up, 2 and a half weeks in. I added a bit of Seachem Stability so that may have helped.

How long should I wait until I order the crystal reds, considering this a finished cycle? While waiting, how much ammonia should I add every week to keep the BB going? 10 CRS shouldn't need much, right?
