Sick Fish, possibly NTD?

So I noticed last night that one of my Neons had a large white spot above the anal fin. It is more prominent on the left side. It's quite a small patch on the right side(same area).
I'm almost 100% sure it's Pleistophora hyphessobryconis (NTD); however, I could be wrong.
The fish wasn't showing any distress. It was shoaling with the others, eating, was quite active and wasn't swimming erratically.
The only sign is the white spot.
I put him in a QT right away, so I'm waiting to see any progression in sickness. Any thoughts?

Oh and I've been keenly watching the others and haven't seen any change in their colouring. I have only had these guys for a little over a week. There were only goldfish in the aquarium previous to them and they were healthy. The only thing that has changed, is the addition of a heater.
