he just sits at the bottom of the tank,My other 2 tetras are fine.I need your help please

Well, What size tank is it in? Water parameters Nitrates? Ammonia? I'd try doing a PWC.

I have 2 serpae tetra and they are finally active after 1 1/2 month.
